You can do it on the sides a little bit but not by the crotch

Yes, around 3%-5% smaller than the actual measurements so it’s nice and snug

It would need a big alteration to do so! The built in gusset works for the shorts but for leggings we’d need to separate it so it doesn’t bunch up by the thighs!
