Bob needs to blame Angelica, because if he admits it's just as much if not more Cathy's fault that Heath is dead, he also needs to admit to himself it was his fault too for enabling Cathy's bad behaviour for years.
I have this awful feeling that Bob will have a change of heart and try to go to court to speak up for Angel but her and her parents won’t be there. I think Angel might take her own life the night before. The way she’s been acting is giving me this sinking feeling.

She'd only get charged with stealing the car if Wendy pressed charges, which I doubt would happen. The most she'd get charged with is driving with is driving without a license or insurance, which is a fine and community service at most, and as Bob said, she's suffered enough. Cathy was smart enough to realise she couldn't drive the car safely. Angelica was stupid enough to think she could. That's why she's being punished and Cathy isn't.

Cathy didn't want to be sent down for death by dangerous driving, which is understandable, because it's likely going to be Young Offenders for a couple of years. Cathy wants to be punished because she did something wrong and feels guilty because her brother died, which is fair enough. The best thing for her to be 'sentenced' with is community service, talking to other kids about what she did, and what the consequences were.
