I have an idea: what about a race with Emergency vehicles only or Buses only? Everybody has to steal a vehicle within 2 minutes, no guns or explosives allowed. You can pick a Cop car or a Firetruck, in the Bus race a Shuttle Bus or maybe the Tour Bus. Make sure you all get different vehicles.
