Typically dusting or vacuuming. If there are stains you might have to look for a specialized dry cleaner.

Can this really do a "blackout"? That is total darkness in the room?

It can, however, you would need a proper side channel running on both sides which is U shaped. You can find U shapes channels at most hardware stores, cut it to size and then run the blackout fabric through it.
