You have to think about how a seal hue is. Though a shield's underwater for 7 to 14 minutes at a time up on land sleeping, the ears are probably so much different than us that that music wouldn't affect it at all, think about how loud we are as humans and animals just sit and listen to us, I own animals, and I always wonder is my TV annoying to them. And I don't think it is

California or the federal government is Lex Luther. They made him do it to launch a rocket. I’m sure kidnapping the seal caused way more distress for that seal and its group than it lives with, than the sonic boom ever would have. He’s not the villain. The ones making him do it are.
