For example, I came across a book which was published in 2018 (by Springer), I'd like to write a book review about it and get it published. However, this book is not a popular citation (searched google scholar, only 1 citing record). I guess it's because the book talks about the issues applies to only China. Does little citation affect the publishment of the book review I write for it?
Thanks for the question. Usually academic book reviews are published by journals, which means that you if you want to publish an official review you'll have to become a reviewer for a journal. Journals will often contact scholars who specialize in a certain area of research. For example, I sometimes get asked to review books on medieval law and literature. When the journal's editors don't have anyone in mind they might put out a list of books that need to be reviewed. At that point, people can request to review a book. Hope that clarifies the process.

Academic journals are looking for subject experts, which usually means at least a Master's degree in the field of research. Obviously this is very different from other types of book reviews.
