Not all sentences with active verbs can easily be rewritten with passive verbs. They can sound very unnatural. I see you. >> You are seen by me. (This is very odd.) Compare: You are seen by many as an intelligent person. (This is natural.) Often we use by-phrases with passive constructions, but that's not always the case. For example, William was known to all as "Will" or sometimes "Willie." Will was known for his humor.

Yes, "to whom are you known" is grammatically correct, but it's weird. I can't think of a situation in which I'd say that. I'm sorry they're testing you on strange items.
