The answer is; it depends. The Japanese have the most cohesive vision of animation, but even within that, there is a massive amount of variety. Cartoons and animation in general, have a massive amount of variety that isn't dependent on realistic limitations, there's a lot of variety out there. I mean, Bezerk and Bleach are very much unlike anything else out there stylistically and there's an amazing amount of diversity even among just the popular lineup, so I would attribute it to people rather than a whole culture. I find the Manwa style (tower of god, Lookism) is more to my taste, though perhaps that's because I discovered those Webtoons and was amazed at their vibrancy.
