Literally just today I unlocked Rocket Racing's week two quests by finishing the week one quests, and those babies were FRESH. I had no progress towards them when they unlocked. Which is very different from my experience in zero build where each week's quests DO unlock as soon as they're available, regardless of previous week's progress. (disclaimer I'm going by memory so double check me, but I'm pretty confident)
Generally yes, that's how it works. Last season enough people had issues with the quests not being unlocked that Epic just let everyone do the first 5 weeks at once.
Unfortunately the "do it all at once" approach for the Rocket Racing quests doesn't really work. The next set of quests won't unlock until you complete 6 of the 8 quests in the prior week's set. (unless people have tracking issues and Epic unlocks all 4 weeks at once when the next update drops) At the very least, quests will unlock in community maps and there are a few that make the grind less painful. There are way more than just the "15 laps in 8 seconds" map.
