Let me explain...
Scales mean "drawing length : actual length"
So for this one, the scale is 1:10 meaning every 1 mm on the drawing represents an actual length of 10 mm.
If I draw a line of length 1 mm in this scale, then the actual length is 1x10 = 10 mm
If I draw a line of length 2 mm in this scale, then the actual length is 2x10 = 20 mm.
So since the question says the line on the drawing is 25 mm, then the actual length is 25 x10 = 250 mm
