One little caveat is that if you are planning on becoming a citizen, in addition to the requirement of being a resident for at least 5 years you also cannot have been outside of México for more than 180 days in the 2 years prior to applying for citizenship. True, that requirement is not part of the “ley de migración” but is a requirement per “ley de nacionalidad” (chapter III, article 21).
Artículo 21.- Las ausencias temporales del país no interrumpirán la residencia, salvo que éstas se presenten durante los dos años anteriores a la presentación de la solicitud y excedan en total seis meses. La residencia a que se refiere la fracción III del artículo anterior, deberá ser ininterrumpida.
But this doesn’t affect the Permanent Resident legal status, it would only seem to delay application for naturalization.
Does this apply to becoming a permanent resident or just when going for citizenship?

With a Temp residency you can renew your residency for 3 years at the end of the first year of temp residency. After the 3 years you can apply for Perminant residency.
After your four years of temporary residency you can convert (not apply) from temporal to permanente.
@@bjones9942 yes, when you go to renew your temp residency at the one year anniversary you can renew for 3 years and then convert to permanente at the end of the 4th year.
@@bjones9942 At the end of 4 years of temporary residency when you convert to permanent it isn't an application like from new but more of a conversion process? If you financially qualified for temp status but at the end of your 4 years of temp what if wouldn't qualify for permanent status if actually applying for it from scratch? Does the 4 years of temp status give you an "in"?
@@michaelvanalstine5389 At most INM offices, you go in and they change your temporary residency to permanent. There's paperwork, but no proof of income/savings requirements. At most INM offices. There are some that make their own rules and ask you to prove your financials again.

I know someone who had Citizenship by birth but only lived in Mexico about 21 years and left shortly after completing military and vocational college. After that he lived in the States for 20 years... during that time he was traveling on a US passport because he also had become a US citizen. However wanting to Retire in Mexico he went back to check on getting a Mexican passport and discovered he had to literally unearth all sorts of documents, Birth Certificate had to be corrected and authenticated, his Military record had to also be reinstated and a new Military ID and number had to be assigned, new photo ID for all of those, plus had to get a CURP and Voter's ID ( I forgot what that is called) IT took a ton of trips, Time, and money to get all of this paperwork done. But all of these numbers and ID's will help with property purchases, buying a car and insurance all of that!! It does get complicated sometimes... so the Naturalized Citizen would probably have to do a whole lot of footwork as well staying gone too long... THANKS FOR ALL YOU SHOW HERE!! :)

Hmmm that leads to a situation where permanent residence is more advantageous that citizenship for a significant number of people.
Ireland has this as well where a naturalised citizen who constantly lives outside the country can have thier citizenship revoked.
I'm a UK-Romanian dual national and neither of these countries do that.
It's a situation that's a bit back to front.

And the interesting / cool / flexible part about Mexico, the law here is very very different depending on who you are and economic status. For many things, they have no resources to investigate. Extremely low number of homicides are ever investigated beyond -" nope we don't see a smoking gun so guess they got away" they have never found the killer(s) of several of the police chiefs and family members.

What do you do if I'm planing to travel all over Mexico before settling down wish no fix address and applying for temporary residency, I would do 6 month a years and maybe not at the same place

Technically speaking, you have 90 days to notify the Mexican immigration folks of any address changes. You can do that by making an appointment at any INM office. I say "technically" because many people don't do that if they are just traveling around. What causes them trouble is when the time comes to renew their temporary residency and they have a new address on the paperwork. That's when INM will ask, 'When did that happen and why weren't we notified?" Of course if the latest address change happened in those 90 days -- which it probably will if yu are at an AirBnB -- then no worries. The worst that could happen is a small fine, but that is rare. Enjoy your travels. :)

If you allow it to expire, you will have to start over to reapply for a new one.

If you are overseas when your residency card expires, you can re-enter Mexico as a resident and apply for a regular renewal of your residency status provided that you arrive in Mexico no more than 55 calendar days after the card’s expiry date.
In all cases, you must file your application for renewal within 5 calendar days of your physical arrival date.
Provided that:
you enter Mexico within 55 calendar days after the card’s expiry date and
file your renewal application within 5 calendar days of your reentry date, and
provided not more than 60 calendar days have passed since the card’s expiry date, then
you can begin a regular renewal process.
If you arrive in Mexico 56-60 days after the expiry date on your resident card, you can enter a ‘regularization’ process to renew your residency but we don’t recommend you leave it to the last minute as you’re likely to run out of time before you can file your application on the system.
If your residency card expires while you’re overseas and you do not return to Mexico within 60 calendar days after the card’s expiry date, you can no longer use the card to enter Mexico as a resident and you’ll need to restart your residency application over again at a Mexican consulate abroad."

Great short informative video. I was wondering about that recently. Here’s another question for a short, sweet video ; hope you can do it or answer question soon. What documents are senior expats with residency required to provide to obtain the discount card ? ( INAPAM?)
I actually have something in the works about that including a solution to a second problem that people have and that is finding businesses that honor the card. I am still a little under the weather today but I am working on that one.
On top of that the mexican authorities do not register or keep track of when you are leaving mexico!
Hmmm... as a Permanente, when I leave, I am supposed to fill in an FMT (in reverse, kind of), which I turn back in when I come back to Mexico. So they do know about my comings-and -goings, assuming they do not just throw the things away...
Yes, when passport holders fly in and out of the country, there is a record in the computer; however, you can drive South into Mexico without that tracking on the Mexico side.

Yes. That's correct. You only need to be there to renew your residency.
Hello do you know after I start my paperwork in USA and file 2nd part in MX. How long before I can make a trip back to USA without interfering with my MX papers. Just found out about a family wedding. Thanks.
It is taking 2-3 months to get an appointment in some areas on the Mexico side. However, you could make the appointment while still in the U.S. to work out the timing. Most people get their cards the same day of the appointment. Once you have it, you can come and go as you wish.
How about when someone has a U.S resident how long can they stay in Mexico?

There are no financial requirements at all. You just file for a change of status. It is as easy as renewing a temporary.

While to renew your temporary residency you have a 30 day window to apply, but no where on the website explicitly mentions the window to upgrade your temporary residence card to a permanent residence one after four years of residence.
I heard folks saying this simply means you HAVE to do this upgrade exactly ON the date of expiration of your three-year temp residency card… if true, this is such a stringent requirement given how hard it is to schedule appointments on the websites, letting alone with this level of precision. Do you know the answer to this Paul? Is it actually also 30 days? Muchas gracias.
After the passing of my mom in late 1999, I used my mother’s Mexican birth certificate to apply for Mexican Citizenship. I received a citizenship letter (my photo on it, signed and stamped) but never applied for a passport. After a recent trip in December to Mexico, I realize if I had a Mexican passport, I didn’t have to complete a FMM. I made an appointment at the Mexican Consulate in January and got my passport done in one day. When returned to Mexico in February, it was a breeze! Am I considered natural a citizen or citizen by birth for the 5 year rule?
If your mother was born in Mexico, you are considered a Mexican by birth.

Paul my husband is a native Spanish speaker. Do I need to hire anyone to help us get temp residency since he speaks Spanish? Or would it be easier to hire someone in Mexico to assist?
It is not so much the language as it is being familiar with the system and the forms. It is not terribly difficult though. I took care of getting our temporary residency when we first arrived. I say give him a shot. :)

By land, no. By air, you will have to out the FMM like tourists do. If you flew out before, you should have retained the top part of the form to turn back in. If you didn't no big deal -- just make sure they know you are a permanent residenct so they don't enter you as a tourist.

30 days out but since appointements are often 2-3 months out, it is recommended to go in early to set something up within that 30 day window.

I have a temporary residency right now, but I am thinking about letting it expire since I will be over in Europe when it is renewing Time if I let it expire is it possible to turn around six months later and apply for residency again since my husband has his permanent residency even if I don't have certain amount of funds needed.
