I watched the Kyle scenario happen , he wasnt breaking the law , you can only disobey a police officer if they have authority over you , and they need reasonable articulable suspicion of a crime to have any authority over you , and they didn't have that . Cops can't just tell people what to do , and the cop in this scenario thinks Los Santos is Nazi Germany 😂. Kyle will win in court for sure ! .

The proper wording is that you can only get charged with disobeying if a cop makes a lawful order and you willfully disobey it. A lawful order must not infringe upon one's rights, must be made by someone with authority to do so, and must be consistent with established laws and precedent.
Officers mistakenly make unlawful orders all the time. (Like cops demanding ID for passengers in states with no stop and ID statues)
That is also why you often hear the phrase "Disobeying a lawful order" (this is also a charge in some states)
Its important to note that the disobeying charge is often a part of the vehicle code/used to regulate and control traffic. Also, the term Lawful Order is rarely clearly defined and is up to interpretation, by some courts.
NP cops seem to struggle with the purpose of this law and charge people with it under the most absurd circumstances
