I used to work at Wendy's... They used to sell a chili cheese baked potato. Yes, the beef in the chili is made from patties that weren't sold quick enough after they were put on grill. It is not scraps or bad in any way, it adds something extra to the chili.

Yes it is very true just worked at Wendy’s and quit like 2 weeks ago. What they do is cook the Patties like normal but any leftover is put in a pan and they leave running water until they have time for it then rinse out the water and put the grinded meat in a bag for later use
