Hasan Wilson while true competition made the Sith stronger since their entire philosophy was the survival of the fittest (and I know it’s not canon anymore) the siths infighting caused more harm than good and many of their ancient techniques and teachings were not passed on. However despite the rule of two competition still existed. An apprentices goal was to kill their master eventually and Masters would discard apprentices that proved weak. There was still infighting but if a Master killed their apprentice they’d just find a stronger one and vise versa the apprentice would become the new master.
Think of it like this: The man who trains you will kill you if you don’t meet his expectations of growth and he will find a more suiting apprentice. The only way of finding security is to become strong and eventually kill them to take their place. Now you will have to find an apprentice after killing your master but be warned. You must continue growing in power before your apprentice surpasses and kills you. The more powerful the apprentice the more useful he is as a tool, and more dangerous. You do not want to lose your grip but without an apprentice your purpose, order, and personal strength (you have an errand boy/ pseudo-ally) declines,
Infectious Legume rule of two was always flawed but it worked. Solely because the Sith agreed to follow it until Sidious was the one to said fuck it I’m not being replaced. There were multiple times where it endangered everything like the one time a Dark Lord turned to the light and tried destroying lore.

So Disney had to release a handful of novels to explain vital important elements of their story that the movie didn't bother to. That's good filmmaking. If you watch Episode IX alone and you inevitably ask "Wait how did Palpatine return and how exactly did he conquer death?," the only answer that can suffice is "He just did." Oh. Wonderful. Great. They should have found a happy medium and limited the number of siths. Neither too many or too few
