The east bay regional park district is the worst managed park system I've ever seen. The lack of woodlands management is astounding. Throughout the park system and as close as 50 yards from trail heads are dead oaks, 60' pines and dead brush. The union park staff is good at driving past this fire fuel to change the garbage bags though.
