True. Refraction varies due to atmospheric conditions. However under "ordinary" atmospheric conditions the refraction is a function of distance, and the distances used in making long sights are generally short enough that anomalous atmospheric conditions will not affect the value very much.

If you're about 6ft tall on a ground that is level the further point you'd see (horizon) would be about 3 miles. If you saw the very bottom of a building 30 miles away, you'd have to be about 600ft higher than the ground level where the building is located.
