If you look at 18th century Spanish 'Sistema de Casta" pictures, you see indigenous women dressing along these very similar basic forms. And yes, certainly the Quechua did borrow from European culture, they were Hispnicized at the barrel of a gun to adopt Spanish culture, language, and customs. But I don't see how Peruvians would 'steal' Hungarian folk cloths. If anything, it is a blending of Spanish and indigenous styles above all.
Mexico is not in South America, and Hungary is not in Southern Europe. Mexico is a North American country, which is why it's in NAFTA(North American Free Trade Agreement) with the U.S. and Canada. Hungary is a part of Europe. And Peru has nothing to do with Hungary, the clothes of Peruvians was made in the same shape and with similar patterns, except made with Llama wool instead of silk and plastic like these Peruvian pop artists.
