I would put Mary Crawford higher on the list (definitely higher than Lucy Steele). I agree with what you said about her, but I think there's more. She reveals her view of the world and her moral stance when she talks so easily about Henry and Maria and about Tom dying and Edmund inheriting. Yikes!
Interesting! However I would say that Mrs Norris is the No. 1 horrible person! She is so awful to Fanny who needs love and support more than any other person in JA's novels, as far as I can recollect! She says the most horrible things to Fanny. Just about everything that Mrs Norris says in the novel is a lie! She's so self deceived, self centred, manipulative, cunning, greedy etc!
