Listening to mouvements II and III (Largo and Vivace) I wonder how Boosey & Hawkes, publisher of artists like Prokofiev, Stravinski, Rachmaninov, Strauss, Britten, etc., could accept this for publication.

I don't understand your comment. This piece is a masterpiece. It's a very recent piece so it's OK if you don't like it. But if it has been published it might be because there is some potential. The piece is often played around the world, even the first movement is the most well-known

The first movement is absolutely soulless, naive music. I'm not sure if that is supposed to be the point, but I can't listen to it. Maybe it's just not my taste.
