Think about sleeping on your stomach with your face buried on the pillow (maybe you won't but I've experienced it before) even though you are aware that you are suffocating it's really hard to even just roll over to breath air again...
and he made the process even faster by sitting in water because your heart starts to beat slowly when your submerged underwater to conserve energy while swimming etc.. so in conclution being submerged underwater slows down your heart rate and slows down your blood circulation

I'm not Korean but when I saw the scene for the first time, I immediately assumed that whatever was on the stove was producing some kind of poisonous smoke or generally the type of smoke that would put a person to sleep, and the reason he was drinking Soju was probably to make sure he stays asleep until the oxygen runs out in that room due to it being full with smoke, or he might just drown in the water. This should be common knowledge since, in house fires, smoke is usually the thing that leads to death of people, that's why you should keep your head down when a fire occurs.

Later, after 2008 the crisis hit us, and many poor people tried again to heat their house using this method, ending up dying. It's very, very sad and painful.
