For prestige, he would rather gather students like Asim and Shroud, who are big names in Twisted Wonderland, to NRC so they don't end up in RSA (like Kalim was initially supposed to go) or other arcane schools. It's not that he's stingy with money, but he would mostly likely use it as a means of strategy (or as blackmail when he subtly blackmailed Yuu into freeing the students under Azul's debt in Book 3).

Crowley is so funny when his stinginess comes out. Still, NRC is one of the best schools in the world, so everything is natural. Crowley for me was a character I had on the greedy character list mostly because of his tendency to want more money. I honestly forgot about the money he did spend during certain circumstances that really did need it for one reason or another, so I guess he can be frivolous too if need be? Though it could be because of what I saw in the comments, if Crowley didn't step in, even financially of that is what the situation called for, then it would be costing more money than he initially spent as a possibility for him doing so in the first place, paired with him being strategic about it all. Curious question about the money that Kalim's father donated to the school, I do remember that he did fund a redesign/renovation of the Scarabia dorm, but I have the vaguest recollection that he did so for the Scarabia dorm uniform as well? I'm honestly beginning to think I saw that somewhere, and don't remember where since there is a lot of story content to parse through and/or maybe it was a headcanon I saw in passing and now I don't remember what is true and what isn't.
