Interesting that Takuma Inoue does not have his brother’s punching power. Is power purely luck of biology?

I've read some studies over the years that mostly suggest that punch power comes naturally to some fighters. But there are examples of power being a learned skill.
Tommy Hearns wasn't much of a power puncher in his early amateur days but he learned the techniques to become a massive KO artist.
