Especially considering the motion of the bass notes/riff in "You Sexy Thing" isn't uncommon for bass lines in funk. Funk's main accented beats are typically beats 1 and 3 of a 4 beat measure. The bass line plays the root note of the current chord on beat one, while approaching the root of another chord on beat three.
