Adding a frame of eggs to make emergency queen, produces weak queens. A frame with capped swamp cells are best. If you have to use frame with eggs press down the egg cell under the eggs
I believe you are describing the OTS (on the spot) queen rearing. However I have used emergency queen rearing many times and my queens last 3 years sometimes 4. If you look at the frames, with new wax the bees have a tendency of chewing the wax below producing straight queen cells. Old wax produces the hook nose effect, which look smaller but still produce good queens. If you are that worried then add nursery bees from another hive, you will find plenty in the supers.

Other than that you could try grafting, emergency queen rearing is employed with that, but supersedure methods can be added, or you could transfer the queen cells after 2 to 3 days after being produced instead of wait for them to be capped. Richard Noel on UA-cam has a good explanation of the principles he uses which mirror Michael Palmer.
