He truly didn't want either to know, he didn't plan to act on his feelings. Then Stefan made the mistake of challenging him when they got home. Best not to challenge Damon when it comes to the girl. That's why he flirts with her in 1x22, and actually kisses Katherine while believing she's Elena.
