I used mostly blue. If I had some time after completing the paper , I used to underline with black. In Essay paper , I used black pen to write heading and subheadings.

Yes , it's gel pen . Plz use the relevant pen as per the paper quality of the exam . I can vouch this pen only for UPSC as I am unaware of other State PCS exam paper quality .
