For affordable fabrics try Janta Nagar market on bhatar road that's opposite to sangeeta steel...actually it's Guru Nanak Hospital lane on bhatar road.. U will get all kinds of fabrics on cheaper rates n they give discount too.. Regent mall is too expensive..
I don't live in India and visit Surat yearly or so as its my hometown.. After much exploring I discovered these fabric shops n found it so affordable.. These shops are crowded with boutique owners, designers, n ladies n girls carrying pics in their phone for fabrics n ideas for their desired outfit.. U should try there to get in your budget outfit...

Next time if you're following budget try finding in textile market, like manish market,pashupati market, etc and for lace try at zampa bazar it has quite many shops you'll find same fabric and lace at drastically low price difference with same quality you just need to rome around more and find your perfect match with fabric and lace so bany designers and boutique owner buy from these locations
