It depends which bank you went to. There are some banks which do provide loan for STK. Did you try HDFC Credila, SBI and Vijaya Bank? I am 100% sure that Vijaya Bank provides loans to students for Germany. All the best.

It totally depends on your Visa officer. It's better to ask them via mail ✉ if they need IELTS or will they accept MOI. Always have a written confirmation. Anything verbal won't hold true.
Yes that will be okay. But as Palak mentioned that you should always get that in writing. Email them the query and see what they say. I had also emailed them to save it as a prove.

The city where you are living currently for 6 months or above. Like if you are studying in Mumbai then book VFS Mumbai not Hyderabad.
