Assuming this is a natural gas boiler, that damper should be able to pivot in both directions to allow for sudden expansion of flue gasses on main flame light off.
Ours pivot both ways but never stop the back and forth and we are getting air flow errors.
We have the same problem with our RBI boilers. Did you ever get it fixed?
