The whole idea is to recognise the certificate. The recognition body can contact the university if they want to. What do you mean by "but your university isn’t"? I don't understand.

You need your certificate to be recognised as i showed in the video and after that gather all your documents and apply to the German embassy in Accra. You can check the embassy's website under "opportunity card" for further details.

Formal obligation can only be requested by someone living in Germany. So, in your case, it is not possible. You need to find someone living and working in Germany.
