✏ This chant is sung in the second part of the Liturgy of the Presanctified Gifts.
Be it known that as the reader sings: "Let my prayer be set forth as incense before Thee" all the people, whether in the church or in the altar, stand upon their knees, praying. And when there is begun "The lifting up of my hands", they stand up. After this they alternate kneeling and standing, side by side, at the verses. But the priest, standing in the altar before the Holy Table, having taken the censer with incense, censes. And when the reader sings the last Let my prayer be set forth then the priest, giving up the censer, kneels upon his knees, praying.

This sounds like Psalm 140. Also is this like a responsorial or gradual part of the Liturgy?
This is from the Lenten Liturgy of the Presanctified. No Divine Liturgy is permitted during the weekdays of Great Lent, after the ancient usage. However, the Holy Eucharist which remains from the previous Sunday is distributed during this vesper service that was edited by St. Gregory the Dialogist (AD 540-604), the papal legate to Constantinople (though he is commemorated as its author). There are elements of the Vesperal service which include the "Phos Hilaron" and the Incense Psalm ( as you pointed out). There is nether "gradual" nor "Responsorial Psalm" in the Byzantine Liturgies as those are of Western usage.
