Cell basically just changed from perfect form cell to super perfect cell...so basically his black patches just darken more and he gets a super saiyan aura and piccolo i'd assume is just fusing with Kami and Nail but his appearance doesn't really change he just got massively stronger...and if he wasn't fusing I'd assume it was just him powering up to max...can't really change cells transformation but with piccolo they should've had him remove his cape and turban as they're weighted and therefore him removing them would change his appearance while also explaining his power increase but that's just my 2 cents

@@gintokilearnedbankai5938 i can't comment on Saint saiya cause I've never seen it but naruto and bleach characters would stand zero chance against a super saiyan, if you wank naruto characters you can get them to star level if you do a more conservative but likely more accurate level then the god tiers in naruto are roughly multi planet and to put it into perspective kid goku as a 12 year old could one shot planets, with bleach scalings a bit harder but it's safe to assume the top tier in bleach aren't above galaxy level and goku was galaxy+ in dbz and has gotten quite literally millions of times stronger then that in which his base form exceeds ssj3 goku from the buu arc, DBS characters are quite literally unfair in versus battles unless going against other DBS characters
