Some SSR animations are way shorter than others, really shows they were SRs in beta, then bumped to SSR to dilute the pool and fit into a more predatory-like gacha lol

I guess it makes sense if one of the passive requirements need you to shoot many times to activate it?
Depends on the character and what skills are affecting them, for example alice burst makes her change time hella low so it's best to fire full charge wen she burst. Then some people have skills that only activate on full charge. Otherwise yes u are correct
Depending on buff.
If you're team has more Charge buff it's better to fully charge them
also if you calculate the dmg of fully charge and spam, it's actually relatively the same lol. it's just better in case if the enemies dies too fast and you waste effort trying to charge.
