Unfortunately, French police is not given the means necessary to maintain order unless it's against people striking for legitimate reasons. Police lacks a lot of fund, people, support from the hierarchy and politicians, and also has an alarming suicide/depression rate because of all these things. Many times, petty criminals like that, who ruin the every day life of a lot of good citizens, get released quickly because the justice is not doing its job properly so the policemen feel hopeless, like arresting these criminals is meaningless as they'll just get released months, weeks or even mere days later. It's a sad time to be a French policeman, especially in big cities.

They told us with a straight face they wouldn't came because they were afraid of losing their way in my suburban middle class neighbourhood... It was the first and last time i called them. Years later, after I moved up, I told my neighbours I was throwing a party and the dumb one (there's always one) told me he was going to call the cops for the noise before we were even started. I was like whatever and went to my party. Hours later the cops are on my doorstep with half of my other neighbours who were waked up by the cops who where to dumb to read an address and ringed every bell they found (they couldn't find us with the noise because we weren't making enough). It happens not once, nor twice, but for 3 different parties. They even ringed after all my guest were gone and I was already sleeping on one occasion. The only time I see the cops come in a timely fashion was when I called the emergencies for someone who was having a fainting spell and they came to make sure it wasn't a prank. If you're in France and needs the cops, call anyone else and you'll have better odds of seeing them coming. Finally during the yellows jacket I was shot and hospitalized 3 days because I didn't want to follow the protest any more. And those dumb fuckers are paid with my tax money !

I'd say the fault doesn't really come from the french cops themselves but more the government, basically french cops have to justify every single use of their weapons with proof their life or the life of civilians was immediately threatened. (Else they would be punished)
