Is it in career mode? If so then you need to head to your safe house or garage to change the car But if it's quick play you will see an option that says "My Cars"

Bro , I shared same version of game with my buddy. He got 113 cars in career mod while I'm only getting 32 why ?
Because he's using mods as the original game version only has 32 cars
Use Redux V3 mod
And I think there's also mod for the police cars

I downloaded some car mods, it's my experience, but the car limit is 135. More cars result a bug in the cars menu.
