in this game the start up failure is actually start up overload so if some games have start up failure and they dont overload dont get confused. its a normal start up failure

Hit shutdown with the guarantee shutdown option enabled. Startup the core again (Hopefully no fail) and do the normal ESDS again. This time It should be the C.A.S.S.I.E protocol Instead of regular ESDS. Hope this helps.
