Pallando (literally meaning "east helper"), arrived in the second age, and indeed went east, to help the other blue wizard, Alatar, who was failing his mission. Lorewise, the timeline aligns perfectly with this being Pallando. There is no chance he is Gandalf.
Since this video dropped (or maybe before?) there was a scene where one of the hobbits referred to him as a "Grand Elf". That sure does sound close to Gandalf.
