Usually, if they don't surpass 16kHz it's a mid quality, which means in higher and louder speakers you can clearly hear it's not in a good quality. The higher frequencies and KBPS the higher quality also. Some tracks just don't reach those qualities due to the technology of the epoch. Even if we move to another genres of music, why do you think there are "remastered" version of 80's and 90's original tracks? Technology has exponentially improved since first hardstyle tracks, and so it's sound quality. It's a fact.
