I think biggest issue is not establishing the boundaries, Chris is his direct boss and is fine with it, Kai and Agent give him task to do occasionally. Duke is never there and probably never interacts with him so he can't exactly even get the hint that Duke don't want him in the house. The man still works for chris and I would assume hes not in the house as much anymore so the problem could have been solved with a conversation.
