Nope it's using people, however she is too pure to realize that actual villains use people without giving them anything in return. She is not thinking of kindness, but usefulness, and thankfully she believes that being reliable is a key to her strategy of getting people to do what she wants. Unfortunately doesn't work in the real world but that's what we watch anime for right

The futen (or futenzoku, zoku meaning tribe or people) フ一テン族, who were (according to the wiki page) portrayed by japanese media as dangerous due to their drug use and public presence. The Danmo (or Danmozoku) ダンモ族, who were more recreational users frequenting clubs or coffee shops.
Nice touch having her leg gone. Adds a touch of realism, just because magic exists doesn't mean it has to be omnipotent, or that the character can use it to it's full potential.

Well, just searching "villain definition" gives you several meanings, one of them being: _"A dramatic or fictional character who is typically at odds with the hero."_ So while she's more of an antagonist, villain isn't necessarily incorrect.
@@moteroargentino7944 Actually, she is the protagonist, while the saint is partially an antagonist. The proper term is "anti-hero," or since she does fit that one definition of a villain that you found, she's a "villainess protagonist."
And is failing upwards, aka an Anti-Villain; someone who is doing good/positive/beneficial things but claims to be evil and apart of their villainous plans (or is actively seen as the bad guy even when they’re actions are good).
Honestly, a more fitting speech for her would be: "If I can get outdone by a mere healer, how could I possibly call myself a true villainess?!" It would still be contradictory, but at least it'd be more centered around her ego.

It's weird that all the healers in anime are trying to be evil or even just joke evil, i'd love an actual fantasy anime about a proper healer and a vanguard travelling the land healing people and solving problems. Weird you only get those characters in JRPGs like my man Alfyn otherwise in anime they wanna make healing edgy for some reason.
It's not fantasy aside from being a (double?) isekai, and the anime only got so far (and then skipped to near the end of the story in the last episode), but you should check out "Doctor Elise."
As long as you omit the word "proper," there's also "The Wrong Way to Use Healing Magic." The "traveling the land" part starts in Volume 3 of the light novels after the first two volumes were adapted by the anime.
The MC is not a fantasy healer, although he does have magic, but Parallel World Pharmacy is another interesting show about just healing people and advancing medicine.
