When interpreting either line (they are the same information)- you want to look at the p-value to determine if it is less than the alpha level (often it is .05). The p-value showing as .000 is a very small number that should be reported as less than .001 (p < .001). There is not a reason to report the mean difference typically, but if you need to, I would suggest treating that number as an absolute number. The reason why you see the difference in sign is because the top line takes the mean of HS and Below (2.38) and subtracts the mean of Some College (1.55): 2.38-1.55 = .83 (they didn't round). And the second one starts with the mean of Some College and subtracts the mean of HS and Below (1.55 - 2.38 = -.826). So the plus or minus is only determined by the order. But the absolute value in the difference between the two is the same. So in answer to your question - either line is ok - they are the same information. Hopefully, that makes sense- feel free to reach out if it is still unclear.
