Smash definitely did it the best, followed by KOF XV SF6 _could've_ been the best if they'd let him say Buster Wolf at the end of his Critical Art, but unfortunately we got the much less hype "Rising Fang" Probably the ONE thing I don't like about SF6 Terry - only Sakurai realized that Buster Wolf is the most hype move in the history of fighting games!
They didn't have the budget at the time, they lost a lot of money especially after XIII. But it made up for its great gameplay. After that game they slowly started getting more budget and here we are now with City of The Wolves looking amazing.

KOF 14 is one of the ugliest games I've ever seen, damn, worse than some PS2 fighting games
