Police should be investigating domestic assault claims whether the claimant wants to or not. There's layers of manipulation and fear in domestic assault cases that can cause the person who called the police not to pursue the case. The police should not just walk away from that situation. Shameful.
I know this is old, but really, what can they do? They need to be able to find out what happened. If the only person who knows what happened is unwilling to speak for whatever reason, there aren't many more ways to really investigate it. The best they can do is set up an environment wherein the alleged victim is comfortable speaking, but if that doesn't work the case is done for. It's a sad set of circumstances but it's not something that can be solved by broadly telling the police to "investigate harder" as if they can whip out a crystal ball.
Th e police are master manipulators and liers too, the law works in a certain way and fortunetly , for us , it helps against people like you who are with taking peoples rights away .

They arrive at the disaster area to see man going inside house and must rush to apprehend him and save lives. In the UK the job of working out the cost of damage is usually out sourced by the local authority (council not police) and the tax payer foots the bill. It would only end up in a court in the UK if the police denied causing the damage which they wouldnt because it would lead to a complaint and also because its not coming out of the police budget but rather the local councils.

I've known the local police all my life and even when I'm in trouble they're alright with me. The same police will be arseholes to arseholes but theyre doing a stressful job out of necessity to pay the bills so you can accept they're not perfect. They get a bit more militant at night but so would you when you've got no idea if the person's drunk, high or carrying a weapon. Personally ive been good with them and always had a mutual level of respect, deal with the person and not the uniform and you'll get away with little things like speeding and no seatbelt. If you're an arse they'll punish you to their full capability. They're just like teachers at school really.

There are thousands of daily interactions between police and 'customers' like this. The majority of police don't take things personally and would sooner deal with lads in this way than having to get hands on with proper idiots.
