She very clearly had a crush on Leslie but she never acted on it when they were together. Just like George had a crush on that actress. I love George but he played himself lol. Emily didn’t want him to dump her, she even hesitated when Leslie first asked her out afterward. Also I would guess Emily is either bi or pansexual, her feelings for George seemed very genuine, as did her attraction to Leslie.
