    Following the conclusion of a defense pact between Russian President Vladimir Putin and North Korean leader Kim Jong Un, tensions between North and South Korea appear to be increasing further. On Friday, South Korean Deputy Foreign Minister Kim Hong Kyun summoned Russian Ambassador Georgi Zinoviev to protest against the agreement, which includes a mutual assistance obligation between Moscow and Pyongyang. In addition, North Korean soldiers entered South Korean territory for the third time since the beginning of the month, allegedly by mistake. South Korean soldiers fired warning shots, the General Staff in Seoul said on Friday.
    Tensions between the two Korean states are higher than they have been for years. Kim Jong Un is accelerating the development of his nuclear weapons and missile program and is moving closer to Russia, to which, according to the West, it is already supplying ammunition for the war of aggression in Ukraine. South Korea, for its part, is now also considering supplying weapons to Ukraine, which Putin said would be a "very big mistake." South Korea should also "not worry" about the agreement if it is not planning aggression against Pyongyang, said the Russian president.
    North Korean state media reported on Thursday that the partnership agreement between Russia and North Korea contains a commitment to provide military assistance in the event of war. In the event of war, both countries must use all available means to provide immediate military assistance. The South Korean government condemned the agreement as a threat to its security.
    The Russian embassy in South Korea wrote on the X platform that Zinoviev told Korean representatives that any attempts to threaten or blackmail Russia were unacceptable. The agreement with North Korea was not directed against specific third countries. The South Korean Foreign Ministry said Zinoviev had promised to convey Seoul's concerns to his superiors in Moscow.
    At the same time, activities on the extremely secure border between the Koreas are causing unrest. Since April, South Korea's military has registered increased North Korean construction activities in the border area. In Seoul, it is suspected that North Korean soldiers are installing tank barriers, paving roads and laying landmines. During construction work on Thursday, soldiers crossed the military demarcation line for the third time in a short period of time. The South Korean military assumed that all cases were accidents. After all, the North Korean soldiers withdrew after firing warning shots. The North did not return fire either.
    Messages directed against the leadership in Pyongyang, sent by activists from South Korea on balloons across the border, are also causing further discontent in the North. The influential sister of ruler Kim, Kim Yo Jong, threatened retaliation after new actions of this kind. "When you do something that you were clearly warned against, it is only natural that you will be confronted with something that was not necessary," she said in a statement released on Friday by the state news agency KCNA. However, she did not say what specific steps Pyongyang could take.
    Following previous leaflet-dropping campaigns, North Korea launched more than 1,000 balloons that dropped tons of garbage on South Korea. Kim Yo Jong had indicated that such balloon-dropping campaigns could become the North's standard response to leaflets from the South. They would drop dozens of times as much garbage on the South as was scattered over the North, she said.
