Kotaro despite being the strong and heroic Rider was portrayed as emotionally vulnerable. It was hard seeing his inner turmoil when he was being forced to face Nobuhiko who got turned into Shadow moon. Kotaro lost pretty much everything in the finale of the series. He lost his real parents right from the beginning, watched his adoptive father die, lost his adoptive brother twice, childhood friend Katsumi, potential love interest Kyoko, and his friend whale mutant. Like geez. He came back from the dead to defeat and save Nobuhiko. And his last words were him taunting Kotaro. and in the end, Kotaro was left all alone. His last image on the streaming river was haunting for me as a kid back then.

It touches on issues like how science is used to progress war and is also the hope to quell it, how killing is not just fun and games and can mess with your mental health, and how government propaganda can restrict the critical thinking of a country's citizens. This is also one of the series that did not fall into the two episodes per issue cycles. The show was written very well with great dialogue and balance in exposure among the cast.
My personnal honorable mention is Den-O Similarly to Gaim, it has a bunch of slapstick and bright colors to keep the attention of the kids, but Zeronos' story is one of the darkest and deeply philosophical arcs in the whole franchise. Ryotaro's struggles regarding Yuto's predicament is also incredibly sad. And just like Gaim that went from dance crews, to asking the audience what is the nature of the divine... Den-O asks the audience what happens if you die and nobody remembers you... did you even exist to begin with?
Kuuga is my personal favorite. It's mature in a sense that no matter how messed up the world is, there will always be hope hidden within. I know this may not be the only KR show which has that Mindset but i feel it's just more prominent here and i love it

Kuga was intended to say, "A world that relies on superheroes who fight at the expense of themselves is actually wrong." It is interesting that the stories of the last Kamen Rider of the Showa era and the first Kamen Rider of the Heisei era converged on the "hero's self-sacrifice ending" from completely different perspectives, and it can be said that this is a detail of how Kuuga producer Takadera approached the intentions of the original author, Shotaro Ishinomori, with a very high level of analysis. If Gaim had been a street gang war drama as per the initial plan, Urobuchi's true value may have been seen, but I get the impression that he fell one step short. In the end, apart from talent as a writer, it is also a matter of suitability for the format. As for Heisei Riders, if you look for works by main writers Toshiki Inoue or Yasuko Kobayashi, you will almost certainly find a good, mature work. In AMAZONS, Yasuko Kobayashi sublimately interpreted and sublimated the original Amazon's intention of "the cruelty of the world of the survival of the fittest (the horror of violence)." In my personal opinion, I'm glad you chose BLACK.
Surprised Build isn't on the list. The series is kind of politics heavy and let's not forget that Ryuga Banjo is implicated for murder at the beginning of the series. We don't get that sort of backstory for main characters fairly often, especially for a kid's show. And i understand Zero One may not breakthrough anyone's mature top 10, but i consider its overarching team of humanity and AI as a serious adult matter to think about. I feel like you kinda missed out on Geats being on here with multiple deaths, people literally willing to kill each other for their own desire and even the corruption of keiwa, I’d consider Geats the most mature of the reiwa era and don’t forget the episode in where people are falling to their deaths to basically feed the desire goddess and at the same time we saw the desire goddess literally being trapped in a marble statue while she’s alive screaming bloody murder during a cult like ritual I do see the argument for it still being light hearted since it is a reiwa era but it’s literally reiwa’s ryuuki and it definitely deserves the praise it gets. Also the horror of being turned into a jyamato and not being able to control yourself with a high likelihood of death and being trapped in a tree for harvesting is also pretty dark.

The world they live in is dark, horrific, and the monsters that roam amongst them can kill them with ease over sick games, and yet there's still people who are willing to find hope despite that, to work together and solve the problem all for the sake of something... smiles, to make sure no one else has to feel despair in these dark times.
