McCook Resevoir opens, seeks to alleviate flooding

I thought the Deep Tunnel Project was supposed to alleviate the flooding around this area, and that was thirty years ago. Now this? What was all the work on the DTP for anyway?
I was final assembly and quality control for the underground string lights used in the Deep Tunnel Project in McCook
