If you build a chord from consecutive thirds on chord V (The fifth chord in the major scale/key) you get a major triad (3 notes), then a dominant 7th (remember a dominant 7th is a major triad with a b7 on top), then a dominant 9 then a dominant 11 then a dominant 13 chord. So the order is major (triad), 7, 9, 11, 13. In note terms in the key of C that gives us GBD, GBDF, GBDFA, GBDFAC, GBDFACE. So to answer your question, it's both. It's major when it's 3 notes and a dominant 7 when it's 4 notes.
