There is no point in imposing jail time and heavy fines when enforcement is lacking. If this punishment is for the officials involved, then it makes sense. But if it is for the contestants, then it violates the principle of punishment fit to the crime.

No use in severe fine. North only cheating and most selected in central government competitive exams. Govt also supported them
