You notice that many of the towns along the way on this video have names in both Italian and German. I believe this is the legacy of this area being formerly part of the Austro-Hungarian Empire, with many still speaking the South Tyrol version of the Austro-Bavarian dialect of German due to the high level of self-government of South Tyrol itself.
